Joe Balla

Vice President of Preconstruction

Value Delivered

As the leader of our preconstruction and estimating department, Joe is responsible for business development and project procurement across all our primary business lines. He provides strategic guidance and oversight on hard bid, design-build, and design-assist projects, helping ensure each project begins with a solid, constructable, and budget-conscious plan that sets the field team up for success.

Joe’s review and approval of initial budgets and final estimates are critical to our continued success, and his leadership has been instrumental in cultivating new project opportunities and fostering long-term client relationships.

Expertise

Joe has over 24 years of electrical construction experience in the San Diego region. His career spans a wide range of market sectors, based on a deep understanding of the industry built from the ground up.

He began his career by completing the IBEW apprenticeship program and quickly advanced through the field ranks—serving as Foreman, General Foreman, and Field Superintendent on several signature projects.

Initially joining us as an Estimator in 2019, Joe’s industry expertise and meticulous attention to detail propelled him into leadership. As our Preconstruction Manager, he successfully led the design and preconstruction phases for multiple large-scale projects, consistently delivering results on schedule and under budget. His ability to translate complex project requirements into actionable, cost-effective solutions has earned him respect throughout the San Diego construction community.

The Personal Side

Joe is all about family and fresh air. Weekends are a whirlwind of soccer sidelines and baseball games as he cheers on his four kids. Whether he's casting a line, hitting the trails, or tackling yard work, he finds joy in the outdoors and the simple moments at home.
